THE ROLE OF THE YOUTH, SPORTS, AND TOURISM OFFICE IN THE DEVELOPMENT EFFORTS OF THE GUBUG WAYANG MUSEUM OF MOJOKERTO CITY



Indonesia is a country rich in tourism potential, including natural, cultural, and
historical attractions. One of its cultural heritages with high historical and
philosophical value is wayang (traditional puppetry), which serves as a medium for
education and the preservation of national cultural values. In this context, the role
of the government—particularly through the Youth, Sports, and Tourism Office is
essential in preserving, developing, and promoting this cultural heritage. This study
aims to describe and analyze the role of the Youth, Sports, and Tourism Office in
the development of the Gubug Wayang Museum in Mojokerto City. This research
uses a descriptive qualitative approach, employing observation and interviews as
data collection techniques. The data are analyzed using Iyas Yusuf’s (2014) theory
of government roles, which includes the roles of regulator, facilitator, and
dynamizer. The results show that the Youth, Sports, and Tourism Office has carried
out its roles as a regulator, facilitator, and dynamizer by implementing various
programs to support the museum. However, its efforts are still not optimal due to
limitations in resources and budget constraints.
