Effectiveness of Nutrition Program for Low-Income Elderly in Kebonsari Village, Jambangan District, Surabaya, Elderly individuals are defined as those aged 60 and above, entering the final stages of life. They are vulnerable to changes in their condition and often face challenges in achieving welfare in their lives, categorizing them as a group with Social Welfare Problems (PMKS). Given the vulnerabilities faced by the elderly, social welfare initiatives are crucial to address these issues, especially for this demographic. The Surabaya City Government has taken steps to tackle social welfare issues among the elderly through the Elderly Nutrition Program in Kebonsari Village. This program provides nutritious and healthy meals once daily to elderly individuals, aiming to alleviate basic food needs among impoverished seniors. The research aims to analyze the effectiveness of the Elderly Nutrition Program for low-income seniors in Kebonsari Village, Jambangan District, Surabaya. The study adopts a qualitative descriptive approach. Data collection methods include observation, interviews, and documentation. The effectiveness of the program is evaluated using Campbell J.P.'s Program Effectiveness Theory (Mutiarin and Arif, 2014): Keberhasilan program, Keberhasilan sasaran, Kepuasan terhadap program, Tingkat input dan output, dan Pencapaian tujuan menyeluruh. Key findings from the research include: 1) The program mechanisms and timeliness have been well executed as per established criteria. 2) The target alignment for the nutrition program among low-income elderly in Kebonsari Village meets the set criteria. 3) Program satisfaction, particularly in terms of community response to the quality of food provided to recipients, indicates room for improvement in effectiveness. 4) Input and output levels through monitoring and evaluation activities by program implementers have been satisfactory. 5) Overall, comprehensive goal achievements have been largely successful.
