Development carried out by the Library and Archives Service is an integral part of
regional development which is carried out through the development of regional
autonomy and resource management which provides opportunities for the
realization of good governance. The development carried out by the East Java
Province Library and Archives Service is an effort to improve services to the
community, save valuable archives and develop the library. This research aims to
analyze the implementation of archives in the Library and Archives Service of
East Java Province and identify the obstacles faced in coaching activities. This
research uses qualitative methods and data collection techniques using
observation, interviews and documentation. The analysis in this research uses the
interactive analysis model proposed by Huberman (2014). The results of the
research explain that overall the archival guidance carried out by the East Java
Provincial Library and Archives Service has been carried out well, however there
are still obstacles faced during the implementation of these coaching activities,
namely the managers are appointed to take part in archival activities in the form of
technical guidance. And there are still many facilities and infrastructure that have
not been met due to the lack of budget provided for the smooth running of archive
management activities. Apart from that, there is still a lack of collaboration
between the government, other OPDs, educational and private institutions and all
levels of society as well as activities carried out by the East Java Province Library
and Archives Service.
