Air is one of the most important components to support the sustainability of
human life and other living things. Through the strategy of monitoring and
controlling air quality carried out by the Surabaya City Environmental Service, it
is an effort to prevent, overcome, and restore air quality so that it is always in a
breathable condition. The purpose of this study is to determine and analyze the
strategy of the Surabaya City Environmental Service in monitoring and controlling
air quality. This research uses qualitative research methods using the theory of
strategic management by Fred R. David which is based on three focus indicators,
namely strategy formulation, strategy implementation, and strategy evaluation. The
results of this study indicate that the strategy of Surabaya City Environmental
Service in monitoring and controlling air quality can be said to be successful
because the achievement of the Air Pollution Standard Index value is always in the
moderate and good categories so that it can be said to be breathable. This strategy
is carried out through a program of monitoring activities at the Ambient Air Quality
Monitoring Station and control through supervision of business activities,
implementation of car free day, and the justices of garbage burning.
